It is with great sadness that we
announce the passing of Charles Campbell on Saturday, August 3, 2019
at the Cape Breton Regional Hospital. He was a wonderful loving
husband, father, grandfather, great-grandfather, brother-in-law and a
friend to all.
Born in Sydney, he was the son of the late Charles E. and
Adelaide (Jamieson) Campbell.
He completed high school at Sydney Academy and obtained his
Bachelor of Science degree and Diploma of Engineering from St. Francis
Xavier University. An outstanding athlete, he excelled in many sports.
He was inducted into the St. Francis Xavier Hall of Fame for his
prowess in hockey, rugby, football, softball and track. Continuing his
education, he attended Nova Scotia Technical College where he earned
his degree in Mechanical Engineering. Following graduation,
he joined Maritime Engineering Consultants and was appointed Manager
of Cape Breton Branch. In 1957, he was appointed City
Engineer for the City of Sydney. In 1965, he established
Charles A. Campbell Consulting Limited and for the next twenty-five
years was actively involved in the design and construction of major
municipal projects. He was the Engineering Consultant for the Finnis
Report on «Local Government in the Changing Economy in Industrial
Cape Breton». He was chairman of the Joint Federal Environment
Assessment Panel on the proposed Liquid Natural Gas Terminal at
Milford Point, NS and from 1973 – 1977 served as the first
chairman of the NS Environmental Control Council. In 1993, he was
appointed commissioner to develop a plan for amalgamating the eight
Municipal Governments in Industrial Cape Breton. The Provincial
Government accepted the plan and he was appointed Coordinator for
Implementation of the plan. He was elected President of The
Association of Professional Engineers of Nova Scotia. His contribution
to the profession was recognised when he received the Association of
Professional Engineers of NS Engineering Gold Medal Service Award and
Honorary Life Membership. In addition, he was elected a Fellow of the
Canadian Society for Civil Engineering. He was also the recipient of
the Canadian Gold Medal from the Canadian Council of Professional
Engineers. He was also awarded a Doctorate of Engineering- Honoris
Causa- by the Technical University of NS. He was a member of the
Engineering Institute of Canada, The Association of NS Land Surveyors,
the American Water Works Association and The Canadian Society for
Civil Engineering. He was actively involved in Church and
Parish Work, volunteer organizations and a broad range of activities
aimed at improving the wellbeing of his community. He was a past
Commodore of the Royal Cape Breton Yacht Club, a life member of the
Knights of Columbus, and a founding Chairman organizing Clan
Campbell in NS. He also served on many boards including New
Dawn. He was a member of the Sydney Millionaires Hockey Team
when they were contenders for the Calder Cup. He was an ardent salmon
fisherman and, for eighty years, he fished the pools of the Margaree
and other Maritime Rivers in pursuit of «the big
one».
He is survived by the «Love of His Life», Leona
«Ona» for the past 70 years; his children, Anne and Elaine;
grandchildren, Jason (Katsura), Lachlan (Jaime), and Kimberly
(Tim), as well as great-grandchildren, Johnathon, Jeremy, Charlie,
Clement and Leanna. He is also survived by his brother-in-law, Msgr.
Everett J. MacNeil.
He was predeceased by his son, Charles Edward and a
son-in-law, Danny.
There will be no visitation. A celebration of Charlie’s life
will be held Friday, August 9,
2019 in St. Mary’s Church, East Bay at 11
a.m. and will be co-celebrated by Rev. Anthony
O’Connor and Msgr. Everett J. MacNeil. Interment in St.
Mary’s Church Cemetery.
