Carol Elizabeth Allison-Burra (May 24, 1945- June 7, 2024)
Carol’s death occurred at Fairmount Home where she had been a resident for a year.
Carol treasured her children Krishna Burra (Katherine Graham Burra) and Tara Burra (Ron Buliung). She cherished her six grandchildren Ashwin, Arya and Anika Burra; and Emily, Meera and Asha Buliung. She is survived by her children and grandchildren, her longtime companion and loving spouse, Pamela Dickey Young and her caring sister, Connie Allison-Goodwin. She is fondly remembered by many nieces and nephews
Carol was born on May 24, 1945. The daughter of William Norman Allison and Ethel Gladys Gayton, she grew up on a farm in Prince Edward County where she learned many life lessons about hard work, contribution to her community and pursuing her interests such as hockey. As a young person, she developed her lifelong loves of music, animals, physical activity, driving and the outdoors.
Carol moved to Kingston to attend Queen’s University (BA 1967) where she played on the intercollegiate women’s hockey team. She attained an MSW (1969) from Waterloo Lutheran University (now Wilfrid Laurier University).
Carol married Prakash Burra in 1969. They made Kingston their home, settling in Grenville Park and having their two children, Krishna and Tara. The family made frequent trips to India to visit extended family who warmly welcomed Carol. Carol and Prakash also purchased a property on Bob’s Lake which remained a special place for Carol for much of the balance of her life.
Carol worked at Kingston Psychiatric Hospital for a year, but then she moved to Kingston General Hospital, where from 1970-1987 she held a variety of Social Work positions, culminating in a five-year term as Director of Social work from 1982-1987.
From 1987-2012 Carol was a psychotherapist in private practice where she provided couples, family and individual therapy, ran training and supervision programs and provided consulting services. She was an Adjunct member of the Department of Psychiatry at Queen’s from 1974-2006.
Carol had an active life of community service that ran parallel to her professional life. She was appointed to positions in a variety of local and provincial mental health organizations from 1986-1993, including being Chair of the Frontenac, Lennox and Addington District Health Council.
A proud Kingstonian, Carol was always an avid observer of politics. In 1994, Carol was elected to Kingston City Council. During that term, she was a member of numerous committees and had many opportunities to contribute to the city.
After her term on City Council she was appointed to the Kingston Police Services Board (2003) and that began nearly a decade of contributions to policing. She was Chair of the Kingston Police Services Board from 2004-2011 and President of the Canadian Association of Police Boards from 2011-2012. Carol was a stalwart advocate of excellent policing.
As a recognition of her contributions to public service, Carol received the Queen’s Diamond Jubilee award (presented 2013) and the 2014 Jim Bennett Award presented by the Kingston Branch of Queen’s Alumni.
Tragically, Carol suffered a brain injury in 2012 which left her unable to continue to participate fully in many of the things she loved.
Carol was proud of all her contributions to the many places she worked and volunteered. But she was prouder still of her children and grandchildren and happiest when she was with them.
Carol was intelligent, thoughtful, playful, sometimes sarcastic and always opinionated. She was a strong advocate for individuals and communities in need, and her family and friends will remember her as a force to be reckoned with.
