REG#18794/Sgt. Ret. Barrie Franklyn NowelI: It is with great sadness that we announce the sudden passing on March 24, 2022, of a beloved husband, father, papa, great-grandfather and RCMP veteran.
Barrie is lovingly remembered by Patricia (Patsy), his devoted wife of 63 years; daughters Debra Jayne (Andrew), Rebecca June and Tricia Elizabeth (Scott); son David Franklyn (Shelly); grandchildren Holden, Gage, Sydney, Charli and Saylor, and great-granddaughter Aramaya.
Barrie was born in 1935 in Winnipeg, Manitoba, and raised on a farm in nearby Tuelon. At age 15 he dreamed of joining the RCMP, and at 18 he was accepted and shipped out to the training depot in Regina, Saskatchewan. Here he renewed his love and respect for horses as his troop trained for an additional three months learning the musical ride so they could escort the prime minister, who was visiting the Saskatchewan Legislature.
Barrie’s first transfer out was to Weyburn, Saskatchewan, where he met Patsy. It was love at first sight, but the couple had to wait to marry due to the strict RCMP regulations. They were married four days after his 23rd birthday, on November 8, 1958. After the wedding Barrie’s second love became farming with Patsy’s dad at Goodwater, Saskatchewan.
During his 26 years of service, Barrie and family were posted in Regina, Yorkton, Langenburg, Blaine Lake, Shaunavon, Lanigan, Melville, Swift Current and finally North Battleford. Since all his postings were in Saskatchewan, he could continue to farm and spend weekends and holidays with Patsy’s family and the children’s beloved granny and papa. Barrie retired from the RCMP in 1980.
Barrie was a country policeman who loved the small towns he served and, most of all, the many lifelong friends he made along the way, both within the RCMP and in the communities he protected. He served and presided over many boards and associations including Home and School, Boy Scouts, Toastmasters, NWMP Masonic Lodge, Shriners, Regina RCMP Veterans (serving as the editor of the organization’s newsletter, Friendly Notes), and the Saskatchewan Brain Injury Association, to mention a few.
After retiring from the RCMP, Barrie and Patricia moved to Regina, where he served in compliance and investigations for the Saskatchewan Securities Commission. In 1986 he went on to work with the Saskatchewan Crop Insurance Corp., where he stayed until 1997, as well as taking over the farm full-time.
After a few winters sheltering in Kelowna, close to Rebecca, Tricia, and their young grandchildren, Barrie and Patsy decided to build on the Two Eagles Golf Course, where they made many new friends. Known as the ultimate joiner, Barrie soon became very involved in the community, singing in the seniors’ choir, playing pool weekly and, of course, golfing frequently. He also was a Mason, a Shriner and a member of the Okanagan Veterans Association.
Barrie’s presence would fill a room; he was gregarious, entertaining and accomplished in so many ways. He was a published author, poet, storyteller, singer and a recorded songwriter. His haunting recollections of crime scenes he witnessed were expressed through his many writings.
We will all desperately miss his constant singing, whistling and reciting many a verse, from the Bible to Robert Service. A memorial service will be held at the RCMP chapel in Regina this summer, with the date to be announced. As well an informal Celebration of Life is being planned at the Sonoma Pines Clubhouse.

  1. Pat and family, our sincere condolences to all of you on Barrie’s passing. You have always been a huge part of our family and he will be missed. I so appreciated your helping Mom and Dad out when they spent a lot of time in Regina. Please know I am thinking of you.
