SGT Major Frank Harley, Sr.– age 80 of Rutledge passed away to be with his heavenly father Friday, January 21, 2022. SGT Major began his life on August 9, 1941. He served in the United States Army from 1966 to 1987. In 1978 and 1979, he was the Professor of Military Science Teacher of the Year at Ohio State University. He then continued his career by starting the JROTC program at Rutledge High School and serving as an instructor from 1992 to 2012. He also taught JROTC at Clarksville High School in Clarksville, TN where he received teacher of the year twice. He started his Army career by being drafted into the Vietnam War and serving two tours of duty from 1966 to 1968. He received four medals from the Vietnam War: Medal of Honor, Bronze Star, Purple Heart and the Vietnam Service Medal. Throughout his active-duty career, he received many more medals and achievement awards. Frank is preceded in death by father, Frank Harley.
Frank leaves behind a loving wife, Flo Harley; children, Monica Harley and Frank Harley Jr; stepchildren, Jennifer (Keith) Stewart, Isaiah (Shelby) Givens; Grandchildren, Catana Stewart, James Stewart, Damien Stewart, Hudson Givens and Grayson Givens; brothers, James, Danny, Steven, Kelly, Anthony and their families; sister, Gail (Hal) Payton and her family; stepmother, Dorothy Peoples; special friends, Lester Byrd, Keith Stewart Jr, Isaiah Givens, Buck Parton, Keri Parton, Miss Carolyn Parton, Carrie Parton, Karen Turley, Mark Hipster, George, Stacey, Austin and Amy Cameron.
Family will receive friends on Tuesday February 1, 2022, from 10:30 to 12:30 followed by the funeral service at 12:30 with Rev. C.H. Dalton officiating. Family will then go in procession to East TN Veterans Cemetery, John Sevier for the interment. Serving as Pallbearers are Isaiah Givens, Keith Stewart, Buck Parton, Danny Harley, Steven Harley and Anthony Harley.
