It is with a heavy heart and unbearable sense of loss to announce that David Walter Balfour died at home on January 6, 2018.
Born in Kingston Ontario on July 24, 1952 to the late Charles Balfour and Jean Morey, both from Newfoundland. David lived several years in Virginia, U.S.A. while his father served the Pentagon in Washington. His father was later posted to the National Defence Headquarters in Ottawa Ontario where David spent all of his adult life.
He married Danielle Boisvenue and together they raised her daughters, Michèle (Charles Steiner) and Natalie (Michael Kostiuk). He was instrumental to their well being. He gave them a world of opportunities, encouragement, knowledge, support and always had faith in them. He adored spending time with his grandchildren, Zoe, Emmett and Wyatt Steiner. They could do no wrong.
David was a rare breed, brilliant and very accomplished.
He saw the potential in people and helped them become the best that they can be and developed them into strong leaders.
He served the public for 38 years mainly with Fisheries and Oceans Canada, rising to the position of Senior Assistant Deputy Minister. During this time he achieved numerous awards for his accomplishments in developing and implementing innovative program designs and delivery. Most notably, he received the Head of the Public Service Award as well as the UN Food and Agriculture Organization and Margaritta Lizarraga Medal.
David was the anchor of his family and will be tremendously missed by his wife, daughters, stepmother Elsie (Fletcher), his brothers Robert and Ian (Shelley), his sister Virginia, his brother and sister in law Peter and Debbie Boisvenue as well as many nieces, nephews, friends and former colleagues.
Although he is no longer here, his principles, philosophies and achievements will be remembered. We have loved him in life; let him live on in our hearts always.
Friends and Family are invited to visit at Beechwood, Cemetery and Funeral Services, 280 Beechwood Avenue, Ottawa,
from 11 o’clock Friday, January 12, until the time of the Celebration of Life in the Sacred Space at 1 o’clock.
